[Help]I cannot align this map to save my life

I've been trying to align this map  for hours and I can't do it. Changing the size/dimensions of the image doesn't seem to help at all, can somebody tell me what I'm doing wrong?

If I had to guess, it would be that the size of the nice-looking border all the way around is probably not a multiple of the grid size. Try cropping the map so the grid goes right to the edge. Optionally, you could play around with the existing (un-cropped) map after right clicking on it->Advanced->Is Drawing so you can position it so it doesn't force snap to grid. Cropping first sounds easier to me.
I have been using the Is Drawing thing, snapping isn't the issue. I'll try getting rid of the border, but that didn't help with a different map from the same source

I cropped and used "Set Dimensions" to 38x38 squares, and everything lined up for me. Try the image below

Align the top left intersection to the grid. Holding down the alt key to keep the image from snapping, pull the right edge handle until the far side intersection lines up. You may need to tweak the left hand side again to get it perfect. Do the same top for bottom. As long as the map is a decent scan with regular intersections, it should line up pretty nicely. If there are still some minor problems (off by a few pixels here and there) turn the grid opacity down to zero and just use the map's printed grid. No one will notice if a token hangs over the edge a bit.
