I haven't been able to find any documentation on this and don't see a lot of difference when I play with it on a map. What is it supposed to do?

Try it when you have overlapping light sources. I haven't experimented with it yet, but it's my understanding that each source applies the effect, so many overlapping leads to a grainy, "oversharpened" look.
