Is there a way to lock map zoom level for the players?

It occurs to me it might open up some interesting play mechanics / ideas if you could lock the map zoom and force the players to interact with it on a granular level while the DM still gets the Eye in the Sky view of things. A Murder Mystery adventure, for example, could really get in there with various prop / item / and clue tokens for players to find in the 5' cells while the DM watches all from above.  Is there any way to do this?

You could block off areas with (regular) Fog of War, but you cannot control another player's zoom.
That's a shame. Fog of War is great, but not quite the same mechanic. I bet it could offer some creative gaming options if you could lock the map at, say, 200% for everyone.
