Yes, but: 1) With a Pro Subscription, you can use the Transmogrifier to copy Handouts (and almost anything else in a Game) to another Game 2) With a Free account, the only thing you can do is copy a game with the Handouts you want in order to start a new Game which also has them.

Nothing changes between Free and Plus for my initial answer.  With Pro , you could use the API to automate the showing in chat, and possibly the duplicating of the Handout image (though that depends on the image source being in a User Library and not the Marketplace)

If there are only a few handouts, you could also open an instance of each game (one of them in a different browser or a Private Browsing window, to avoid confusing Roll20). Open the original handout, copy and paste into the new handout in the other game.
