increasing and decreasing attributes with a macro or script

This is something I would love to have if possible, is there a way for a macro to decrease one attribute, and increase another? I'm thinking of a scenario where a player could use a healing surge, thus decreasing number of current healing surges, and increase their current HP by the healing surge value, up to the maximum. Is something like this doable?
