What kind of sounds?   Anything under Manage Audio is available.  This includes battlebards, Tabletop audio, Incomptech.  Anything else has to be converted to MP3 and uploaded.  I've had no issues whatsoever loading anything to Roll20.

There is no "Add" button (as the tutorial mentions) or other option to upload a file.

Do you have the "Manage Audio" button at all? If so the upload portion is in that pop-out under the "Tracks" tab.
