SRD Monsters not rolling Damage

I am building my monster manual and I have had multiple creatures that do not roll the damage when I roll the attack.   Two creatures, an Axe Beak and and Blink Dog One rolls damage the other does not

I'm unable to reproduce the issue; here are the results I get when I click the 'attack' link from each of their attacks (Disclaimer: I have names hidden on my attacks)
