I'd argue that while creating a character is a commitment, making character creation as quick and painlessly as possible provides more time for gaming, makes it easier to generate a character on the fly when needed. I can whip up a Pathfinder character of any level, completely customized to my tastes and a game world I'm familiar with in around 10 minutes. There's really no logic to making a character "mean more" by creating it in a sub-optimal way. The character I quickly create in PC Gen has no less value than one it would take me an hour to write on paper, or manually key into a character sheet. It's really a matter of preference, and a desire to create one more quickly seems less of a tie to video games than <ahem> running a game on Roll20. :) Really, it seems odd to judge one electronic character sheet over another based on the amount of time it takes to fill it out, when you really think about it. You want characters for your game hand written on old notebook paper? I have a font and background for that, it'll be ready in around 10 minutes, and will be just as interesting as the one I created with pencil and paper 25 years ago when I first started gaming. Oh, and by the way, leveling with PC Gen takes much less time than going through and making sure all the fields are updated on a manual form or paper. Data entry is not gaming, GAMING is gaming.
