Foreground Layer

In addition to the map, object, gm and dynamic lighting layer, I would love to see a foreground layer added to overlay tokens and objects on the map and object layers. For example, I have been working with animated weather overlays which take up the entire area of a scene.  In order to operate tokens I have to put the weather effect on the map layer or behind the tokens which makes them appear to be on top of what ever weather effect I have in play.  I think a separate foreground layer that appears on top of the map and object layer would be perfect! You could place tree tops that objects can hide under, clouds, birds or anything in the sky.  Would love to see this feature added, but am also interested in ideas and ways others have dealt with this issue.
