Not for the image. You can verify this by looking at the URL for it. I just copied a journal entry from one game to another (using the transmogrified) and both refer to the same image URL. I did the same with a character via the Character Vault with the same results. I'm sure the text is copied to a new database entry, but that doesn't count against your storage.
