Players moving tokens outside of explored areas

I feel like this option has wandered away or been reworded and I can't find it.  But in several of my games, maybe all, suddenly players can just drop tokens anywhere on the map, where as before this used to be able to be toggled off so they had to have vision or previously revealed the map.  Has this been removed or just shifted off somewhere else and I can't find it anymore?  These are on D&D 5e games, WOTC Modules.

AFAIK, this has always been the case. Players can drop their own icons on the map.

Unless you mean not being able to cross Dynamic Lighting lines. If this is what you mean, the option to toggle that is on the first tab of page settings (scroll down). It's not on the DL page because it affects both DL and Legacy DL settings.
tokenlock sorta stops the drag out token exploit but they briefly still see and if you are running UDL with that explorer mode nonsense then they then get a free view of the area.  Ultimately the only way to combat token drag outs is to talk to your players, I know a novel concept, but a table needs a level of trust to function.
