Hiding rolls from players broken

So I like to have my rolls private, and I have all of my NPCs set to whisper rolls to GM, but some are rolling public, some private. I have gone through the game settings, and double-checked that it is set to whisper, but cannot figure out why some of my NPCs just don't adhere to the settings given. Also ensure that the NPCs setting say whisper rolls to GM

I'd check the individual character sheets. Those settings will override that of general settings. Also, when general settings are changed it only affects new characters so if any were set to be public before the setting change they will remain public.
I have double checked that, and had two different NPC sheets with the same settings, and one rolls privately, one rolls publicly

Could there be duplicate character(s) somewhere with a different whisper setting? If not, what happens if you change the whisper setting and back again on the offending sheet?
I manually created the NPCs and there are no duplicates

Some things to check: Look at the archive for duplicates. I know you say there are none, but sometimes mistakes happen and it's better to verify. Are you using a third party roller, such as Beyond20? Did you try toggling the setting as David suggested? What sheet are you using? Check the NPC sheet that is not whispering and make sure its permissions have not been set to any of the other player, or "All Players". For what use it might be, I will paste the step-by-step instructions for campaign-wide whisper settings here below this line. It likely won't make a difference for your specific sheet, but there are some quirks to the process that might help when making large-scale changes. Note that the whisper settings are attached to each individual sheet, there is no actual game setting. These instructions are for changing the defaults for all the character sheets in the game, then applying the settings to all existing sheets. Note that this will also change your PC sheets - you will have to manually change them to a different setting if one is preferred. Here are the ways to toggle this behavior: Always Whisper Go to the Campaign Settings Page Choose "Always Whisper Rolls" under "WHISPER ROLLS TO GM" in the Default Sheet Settings Save Load your game Go to the settings tab on the right and look under Miscellaneous, where you will find a button that says Apply Default Settings. Press it. Choose to update the Whisper settings. Wait a minute or two for it to resolve. There is a thin easy-to-miss progress bar. Never Whisper There's a bug in the game settings that doesn't recognize "Never Whisper Rolls", possibly because it is trying to write a blank value. The solution is to use Whisper Toggle. The default is public, so once this is set, all rolls should show. Go to the Campaign Settings Page Choose "Whisper Toggle" under "WHISPER ROLLS TO GM" in the Default Sheet Settings Save Load your game Go to the settings tab on the right and look under Miscellaneous, where you will find a button that says Apply Default Settings. Press it. Choose to update the Whisper settings. Wait a minute or two for it to resolve. There is a thin easy-to-miss progress bar. Query Whisper The default is public, so once this is set, all rolls should show by default unless you choose otherwise. So, I don’t know why this worked, but I used the transmogrifier and copied everyone to a different game, deleted them, and copied them back, and now my NPCs are rolling privately…. Complicated solution, but it is working currently…
