As for your questions: If you buy e.g. Tashas Cauldron, then YES, the charactermancer will have the options listed in there available. However you should buy the Players Handbook etc. first as otherwise you only have the very limited SRD (System reference Document) available... "Books" on Roll20 are typically Modules and Compendiums. You do NOT get the PDF for download when buying a module (e.g. Explorers Guide to Wildermouth) IF a module contains a Token Pack, it depends. Some of them have the option to download the whole Pack and use it elsewhere, too. Some of them are only usable with Roll20. Tokens appear in any of your campaigns in the Library and then inside the "Marketplace Purchases" category. You can drag'n drop those directly onto the Map... If you - for example - bought the Malleus Monstrorum Book (Cthulhu), it is a compendium expansion and it allows you to drag'n drop Monsters directly from the compendium to the VTT and creates a character sheet in the process!
