Stacking Compendium Sharing Slots

There are many games in the Westmarches style that have a lot more than 15 players. Right now, on these games, there is no compendium sharing available at all, because the compendium sharing is on a hard limit of 15 players max. It would be fair that a compendium sharing allows for a cumulative of 15 players, and that the compendium sharing would be available on such games when there is a minimum of NumberPlayers/15 players that have a compendium access and have dedicated one of their slots to the Game.
