Unfortunately, you're going to have a hard time finding a DM willing to take a brand new player who immediately wants to do homebrew for their build - that's kind of a red flag. As a new player, you should focus on finding a group and then create a character that matches the balance of the entire party, and the setting the DM comes up with. You might be able to ask for homebrew things down the line, but that's always up to the DM's discretion - some DMs don't allow homebrew at all, because D&D is already difficult to balance without extra rules in place. It's also possible that if what you want to do with a character is outside of the RAW D&D rules, you might actually be better off playing a different TTRPG. You should give more context about what you're trying to do, as well as more information: like your timezone and availability, your age group, and what your experience is with TTRPGs (understanding that you haven't played D&D before, but have you read the rules or watched any actual plays?)
