players token always on top for player... why? please alow gm to turn this off.

The player's token is always on top for the player... why?  please allow gm to turn this off. how am I as the game suppose to show a player they are under something or a token is on top of them if every player sees their token on top of everything? if this is useful then please allow us to override it,

Agreed, there should be control of what is on top of what, not this automatic control which is unhelpful. 
I'm confused. In my experience, the most recently placed token is front, and I just tested this and a PC token can be behind another token, be it PC or other, from the player's viewpoint. Order can be changed by the DM (right click and select front and back options), but there appears to be a fixed ordering shared by all players. Honestly, it would be nice if you could force players to see their tokens in front of everyone elses, for when someone accidentally occupies the same square (we had a player's token "get lost" in a recent game, when that happened on a large map during a complex combat; it took a while to find it). Or when using tokens to show area-of-effect (if dropped when used, they're always on top, and can block movement of tokens depending on permissions, until the DM sends them to back). So when does a token automatically get placed behind another token?
nope..  all tokens you have assigned to you are always on top no matter the order.  i can not place a token ontop of a players. i will see it on top but they will see theirs on top always. has been this way for at least a year if not more. i can right click on a players token and move to back all day long but to them it still appears on top.  it has to do with who the the token is assigned to in sheets.

Ken, I am guessing you are a GM?  I suggest creating a dummy account and logging in with that account. Then on your GM account assign a single-square token to the dummy.  Put a multi-square token (Like a Giant) in the same space.  On the dummy account observe that dummy token is on top.  On the GM account flip the order (put one of them to back or to front).  Note that on the dummy account the order does not change.  This is how Roll20 prioritized tokens that players control. Unfortunately it removes control from GMs on how information is presented.
Might I suggest a faded superimposed image so tokens cannot be "Lost" under other tokens. It would still give the information that it is under something.
@Gauss I beg to differ as I just tried your suggestion, and that's not what I saw.  Here's an example, with screen grabs from both computers: Two separate roll20 accounts, my DM Pro account and my free test account (PC), running on two separate computers (no shared cache or similar).  New game, no scripts. two tokens, horse and bandit (both linked to NPC sheets) - horse is not controlled by anyone (blank permission), only the DM can move it - bandit is controlled by PC account The tokens were dropped on the vtt, then duplicated with copy paste I confirmed that the PC account could move the bandit tokens, but not the horse tokens For the top pair, the DM account right-clicked and set bandit token to front For the bottom pair, the DM account right-clicked and set the horse token to front The two token pairs appear identically on both the DM and PC VTTs except for the HP bar (PC cant see the horse's health) - top: The bandit is above the horse (sword appears over saddle) - bottom: The horse is above the bandit (sword appears below the saddle) I tried again by dropping the tokens on twice, swapping the order, so top was determined by order of drop rather than by right-clicking "front", with identical results. It's entirely placement-order dependent, and irrelevant of ownership. DM View: PC View:

Ken,  Hmmm, I was going off of memory for that. In my testing I cannot replicate it anymore.  For me, I was able to put it to top or bottom and the dummy account saw things correctly. Dropping onto the table order did not make a difference.  I wonder why the OP is seeing that then. 
Maybe this is tied to some recent change.  Redfangs, I suggest that you try clearing cache and/or testing with a new game. However, I only tested with a no-permission token and a player-controlled (but all-players visible) token.  It's possible some other combination behaves differently. Oh, one thing to keep in mind: tokens always appear above the map, so a token on the wrong layer (map layer) will always be behind a token on the token layer. This is also true for the DM view of tokens on the GM layer, as those will always be behind tokens on the token layer in the DM's view, although players won't see them at all.
