Place animated fog above tokens but still allow tokens to be grabbed and moved?

I want to simulate an encounter in an area heavily obscured by fog. I have a great fog animation I can place over the tokens on the token layer but then the player's can't interact with their tokens. If I make the fog a token controllable only by the DM I can place it over their tokens and they can move their tokens but any monster tokens I place will need to be above the fog in order for me to interact with them. Is it possible to have a fog effect over the tokens but have the tokens underneath them still be interactable?
Not currently possible, but it has been a suggestion for a long time  that is currently #3 in terms of Suggestions Forum votes.  Just under a year ago, there was a CTO blog post that specifically named an 'overhead layer' as one of the features that can now be worked on.

You got it right, that's the current features,  As you mentioned, your Players can still grab their tokens under the Animated Sky as long as they don't have control of the Sky object. But the drawback persists that the GM can't grab the monsters under the Sky, so it's not very useful in most situations. Until they do more Layers, which is a Suggestion thread like Jarren said, and also which Roll20 has said will be possible in Project Jumpgate, the next major tech upgrade that's coming to Roll20.
