All rolls are whispers for some reason

I am a DM and for some reason all of my rolls are whispers even though I have the never whisper setting. One of my players also can't make public rolls since the toggle below their name doesn't appear.

Please check the default settings for the Character Sheets. There you can chance the default. You then have to go to settings and apply these settings to all the tokens in the game. This might take a while. There is a small progress in the top section of the windows (hardly visible in dark mode). Alternatively, there is an option in the VTTES that lets you set this for the game you are running.

Hi Drike A.,  If Ralph's suggestions do not help, which character sheet are you using?  If you don't know the name please supply a screenshot.

Unfortunately, "5e" is not a character sheet. There are several game systems which have "5e" in the name. Each system has its character sheets. Even if I assumed it was "D&D 5e" there are seven "D&D 5e" character sheets on Roll20.
The one that is used in the Lost mine of Phandelver module

You can use any character sheet in any module. However, that is usually D&D 5e by Roll20. Please screenshot the character's whisper settings.  You can do this by opening the character shet, clicking on the "cog" next to Spells. Then take the screenshot
