Generally ordinarily no, they can't upload images to the Tabletop / Map / Page. There are some exceptions and workarounds, not sure if any will work for your use-case?

1. Co-GM's can do it, so if you promote any player to Co-GM Mode, they can do it.

2. Players can upload 1 image to the Portrait, and 1 image to the Token slot, of any Character that they have control. A wild workaround method is, create a Character named "Upload Pics Here" and give Control of that Character to ALL PLAYERS. Now a player can upload an image there, then drag-drop the Character from the Journals onto the tabletop. You can refine this method if you need each player to have their own Upload Character(s), or make Characters for certain inventory Slots, or other ideas like that.

3. Third and last method, the Roll20 chat now automatically displays the pic from image URL's that end with .jpg .gif or .png so if the image they want to show is one that's already on the internet somewhere, if they get the URL of the image and paste the URL in chat, it will display the image in chat, but a problem is that we can't drag this kind of image from Chat onto the Map.

Gold, point two should be in the Tips n Tricks thread. That's a creative solution, clunky as it is.
