I have no house rules for magic use. For the folks new to Call of Cthulhu, the vast majority of spells are NOT easy nor quick to cast. Quite a few require more than one Mythos knowledgeable Investigator. I may be wrong, but I have yet to see a spell that doesn't require some Sanity loss even for a successful casting. Reading nearly any magical/Mythos tome also cost Sanity loss. As a reminder, total Sanity loss is essentially loss of the PC. While the Investigator isn't dead, she is no longer capable of functioning in-game.
