Snap to Grid Question or the Opposite

When I flag things 'not' to snap to the grid, why do they still snap to grid of their own accord or is this by design? Initially, it works and I can move, resize, etc. without an issue, however if I try to alter the angle despite it still being flagged not to snap to grid, it always does. So, does this feature really work or is this how it's intended to work? Because as binary command setups go, it's confusing that it only works sometimes despite being flagged never to snap to grid. If holding the alt key is still required what was the purpose of a feature allowing you to supposedly set something 'not' to snap to grid? Thanks

Snapping to the grid only refers to restricting token movement to the visible rectangular (or hex?) grid, not to the pre-set rotation angles. You still need to hold down the Alt key to free-rotate. Edit: In all other the graphic desktops that I've used over the years, "grid snapping" and "angle snapping" have always been treated as separate functions.
So essentially it's about the dimensions, not the grid, which is still an alt button requirement. Okay.

More precisely, it seems to be about the coordinate system - orthographic vs. radial - but yes, they are separate.
