That is generally correct and is the intended functionality. Players can't add their own images (maps, tokens) onto your GM's tabletop. Only the GM has that ability (and possibly if you get promoted to Co-GM, I'm not sure if it would work then). In everyone's games it is the GM who drops any token(s) on the board for each Player, and assigns those token(s) to the player(s). The one exception I can think of is the character avatar on your Bio tab, once the GM has made a journal/character and given a Player access to it. In that one place, the Player can directly upload a picture, which will be in the Player's upload library, and will appear in your GM's game on your Bio tab. I can see where it feels inefficient, in that you (a Player) have already uploaded (or possibly purchased) tokens or pictures that you want in the game, and those images are on your account, your art library. Unfortunately it's the intended behavior of Roll20 to only let the GM place the graphics on the tabletop, and only from their own Library or web search, not from another Roll20 user's library. I think it's because, honestly, many games would be hindered if Players could drop new maps or tokens in the middle of the game without GM approval. So in your example situation, the Player would need to email or otherwise message your GM sending them the graphics that you want, and request that they [upload in their library or find the matching image in the web search and] place that token on the tabletop and assign it to you the player.
