If you can think of a new suggestion or have input that can help further the RPG design please let me know.
So, I was looking at this and if we can get the API working we could have an arena for pc's who aren't big on PVP. I have Gm'ed a lot of games and if you had players Gm it without exp rather gold and items, Pc's stay on an equal level but are able to advance through the world.
I think it would be cool to have multiple cities that players can submit to you... and while I know you want to keep the playing field the same, you could designate each area with a level cap. You could also provide safe zones for players who are unwilling to get involved in PvP. For example, have a few cities that are well guarded and protected, and an area where mercenaries and armies battle each other - sort of an arena area like Sempai mentioned. I think we could have peusdo-GMs that can provide players with enemies if they need them, while keeping the player driven story aspect.

Actually I like that idea of peusdo-GM, I may consider that for the design, although I really want to keep the level at the same level so its more of group challanges.
I'm totally fine with that, I was just imagining the dynamic of having older, more experienced players who would come down to help out the newbies level, sort of like a guild system in an MMO. So, that's where I'm coming from. Are you planning on using the NPC and Bestiary from www.d20pfsrd.com ?

NPC and Bestiary from d20sfsrd, yes. That sounds good. I am still looking at ways to make that happen. I am considering creating Monsters and stuff through P-GM and giving them access to it, so they can use them to move about the world similar to the PC's. But before that can really be done I need to get the ability to move between multiple maps.
If you're looking at having this become much of a thing long-term, I'd highly recommend setting up occasional (once a week, once every two weeks, or something like that) GM-adjucated sessions of... some sort of episodic stuff in a more traditional RPG method of presentation. Possibly even as simple and generic/silly as "Random townsperson needs help with (rats/bandits/pests/chickens/cholera) causing problems with their (farm/workshop/store/brothel/evilcultishaltar)", and have a short little bout of investigation/roleplay/combat stuff. Tailor it to the player-driven RP that happens between those GM-adjucated sessions, if possible. It might not be exactly what you're looking for (and if it's not, feel free to completely ignore this suggestion!) but in my own experience, I've found a bit of GM-officiated guidance helps to keep people interested, and focused on RPing with one another.

Very interesting idea. I might plan for something once a month. Something to give everyone something to talk about. However, traditional RPG chats don't require this and stories are created by players. But I will think on this.
