DnD 3.5E character creation question

So yeah, it is the first time in quite a while that I am making a 3.5 character(several years). And I am currently questioning myself regarding "Career" level... Don't they assume that you as a PC (in typical DnD kill monster bla bla bla scenarios) would be a level 1 adventure from the get go? I am currently using the interactive DnD 3.5 char sheet... and when I change the "career level" from blank to 1 it changes the max rank in skills fro 3/1,5 to 4/2. I hope you can help me because well... I am confused and I am sure I overlook something fair ovious..
