Not Sure If I'm Allowed to...

Am I allowed to open a campaign to invite people that are interested in working out rules for a tabletop rpg? I want to get people together that are interested in this and have a place where we can easily test the rules and dice systems. Would this be okay?

Kuro, I'm not quite sure what you're asking permission to do. Roll20 is a system agnostic virtual tabletop and is available to run whatever you feel like playing. That can be anything like a popular RPG system like D&D, a board game, a card game, a dice game and any home-brewed game of your own.
What I'm asking is, is it alright to open up a new campaign on Roll20. BUT this isnt a table top game, it would be a place were anyone could join in if that had an idea to add to a tabletop game I am trying to create. EX: I open a campaign up where ppl would normally find normal campaign games/card games, and etc. Instead of it being a game I would clearly list it as a place to communicate about ideas on making a table top game, and testing the rules of that game in the Roll 20 system. I hope that got my point across, I just wanted to know if I could do this, or only discuss such things in a Discussion blog? (only problem this would cause is being unable to test the rules with the system)
Once you create a campaign room, it's pretty much autonomous.

Unless I am mistaken you are asking if it is against the rules for you to work on and design a tabletop game via Roll20's VTT? I think the answer is no (there should not be a problem) but just to be sure I have asked Nolan, Ill let you know when I hear back. - Gauss

Answer: no it is not against the rules. No Roll20 has no Intellectual Property issues with it. http://help.roll20.net/terms-of-service/ and scroll down to 'Who owns the IP of my campaigns and uploaded content?' - Gauss
