Dynamic lighting requires up to date javascript to run. If your player has disabled javascript on their computer/browser or does not have a current enough version of javascript, Dynamic lighting will not run. The other possible issue is that they have tweaked their hardware acceleration settings in their browser (I've seen posts that having this off causes this bug and ones that having it on causes it).
