Compendium for Free Systems?

Question for the staff here:  There are some systems which are available for free, including Pokémon Tabletop United, whose sheet I've helped with. Since the system's developers are not making money on the thing in the first place, they don't really have–and probably can't get– any distribution licenses. Is there any way, then, to make Compendiums for these types of edge cases?

I did, in fact, check out the announcement and blog post before posting. The issue is, the system in question is, fundamentally, a fan work, based on other, copyrighted media. Hence, the creators distribute the system for free, as to do otherwise would be copyright infringement. That being the case, they don't have an OGL, or any  license whatsoever, the system instead being free use. Hence, the question of whether it would be possible to make the compendium at all.

I would recommend emailing the devs on this edge case as we mods can only advise what is posted and not speculate or state a yes or no. Please contact the devs at <a href="mailto:Team@roll20.net" rel="nofollow">Team@roll20.net</a> and explain your request. This is the best we can suggest.
