I didn't realize 'til tonight that no one but the person assigned to a specific token can see the names. Is there a way to make the nameplates assigned to an icon or token visible to all players? In particular it would be useful to assign non-player-character tokens names like "Wagon A" or "The merchant's tent."

Go to the token's settings. Check off "Show Nameplate". Go to the Advanced tab and under Player Permissions -> Name, check off "See". Then everyone will be able to see the nameplate regardless on whether they have permission to use that token or not.
