It's a possible solution, there may be other reason why your images are not showing, but this worked for us. So: my group had this one issue, one member in particular but it affected all of us, especially me as the game master(I had to draw all maps, ships etc manually in the game's editor just so the one player can see everything): any images uploaded to roll20 (amazon server) did not show for the player. We tried literally everything to help him resolve the issue as we wanted the play with tokens, maps and stuff but nah, nothing changed. I did some digging and it turned out it's a fairly common problem, not just on roll20(few people mentioned it here too though), but on other websties using amazon services and I found out it's due to internet providers blocking connections from the amazon's servers(he couldn't do anything about it, a bit complicated situation with the provider)... or something. Well, I didn't dig too deep into this but it has something to do with internet providers, amazon servers and blocking stuff, anyway two years after we completely gave up on this issue, while preparing new campaign, kinda the obvious struck me: if his internet provider is blocking connections(or packets or something, I'm not an expert) from the amazon server then maybe we should put it through something else which is not blocked? Yeah. VPN. And it worked. He's using TunnelBear extension for Chrome now. So while we rejoice at the new possibilities I decided to share this revelation as it may help some of the poor souls that went through the same misery. I thought maybe it's something worth mentioning in the FAQ or something, I don't know. It's not exactly a huge problem where majority of the player has this problem but I know for sure there are at least few of you. So; that's that. I hope it helps someone one day.
