As you folk can see here, I have added the career characteristic bonuses for a character in the career tab. Yet, on the current result, it acts as if it wasn't added at all. Is this intentional and I am misinterpreting the rules? Or is this a bug with the sheet?

The Advance row is the bonus that actually applies to your stats. The Career row there is just showing you the maximum Advance you can take. As you gain experience, you can buy up the Advance, to no higher than your current career cap.
