Knight and tower shield broken?

Had a recent argument with a player about wheather or not the character i was playing was broken. It was a dwarven knight in full plate and a tower shield at lvl 2 My AC was 23 but could be boosted to 24,and 25 with the shield boost the knight class gets as well as dodge. i had made the character to be a viable AC class and eventually planned on playing a dwarven knight. did i really mini-max this lv 2 character to the point of breaking it or is this other player just blowing steam? Edit this is for a 3.5 game
Broken is subjective, if it is coming from another player not an issue if your DM has issue with anything they should talk to you about it. AC at low levels in 3.5/Pathfinder can easily be pushed to those levels, especially if you roll for ability scores or use more than normal point buy amounts. A non-knight by level 2 should be able to afford breastplate +5 AC, +3 dex mod, +4 tower shield has an AC of 22. That is without any feats at all. Don't forget to take the -2 penalty to your attacks when you use a tower shield, the proficiency doesn't remove that penalty.
