Dynamic lighting from Tokens does not work

On any given map I have fog of war on.  I have dynamic lighting enabled.  I do not have update on drop enabled.  I set a token to emit light for 40 ft, and I click the all players see light box.  Then I rejoin the game as a player and the token shows no light.  I am on Windows XP Professional, running Firefox 19.0.  Is there some other setting I am missing?  Thank you in advance.
If you have the fog of war enabled, you have to reveal the section you will want the players to see. Even with light, they will not be able to see past the fog of war. Because the lighting system can bug out sometimes, us DM's use both in conjunction to make sure that players cannot see into rooms or parts of the map they should not be able to see into. For example, inside a dungeon, reveal the areas they are headed to, and keep hidden the parts they won't see so that they cannot use their tokens as a flashlight to see ahead.
Thank you Bryant!  I was under the mistaken impression that lighting worked against the fog of war.  So all rooms are dark to players without the fog of war, and that default darkness is what the lighting works against.  That clears that up for me, thanks for your advice!
