You DON’T have to tolerate it. This is well-meaning, but its not very good advice. You can't solve problems at the player-level by levelling punishments at the character-level. This is problem between the players at the table, not between characters. The best way to address problems like these is with proper dialogue, treating each other like adults. I agree that the GM doesn't have to tolerate or accept disruptive players. So just tell them - as player to player - you don't like the behaviour, and want them to stop. If they keep doing it, they are telling you they don't respect you, and are honestly being a bit of a dick, so kick them out. No need for punishments to their characters. Because that sends the message you are willing to accept it, up to a point, and you just invite them to find keep testing you to find the limit.
