A player mess with my map by bringing images

I have a player who play with the fact that you can bring images on the map by adding a character in the Journal. Is there any way to stop him from doing that without having to kick him ?

My advice would just tell him that you don't enjoy it, and if he keeps doing it you are kicking him from the game. If he accepts it gracefully, great! If he grumbles a lot, and makes a scene, kick him anyway. He's going to make more trouble later. You don't have to tolerate players who won't respect the game and the other players (and the GM is a player), and in the long run, you are better off without them.
What GiGs said. But for the technical aspect of the question: You can disable the import of characters from character vaults in the game settings. A player should not be able to add a character if this is disabled.

I think what’s going on is that the player is uploading images on the character sheet avatar and dropping the images on the VTT, not uploading new characters. This is problem between the players at the table, not between characters. The best way to address problems like these is with proper dialogue, treating each other like adults. I agree that the GM doesn't have to tolerate or accept disruptive players. So just tell them - as player to player - you don't like the behaviour, and want them to stop. If they keep doing it, they are telling you they don't respect you, and are honestly being a bit of a dick, so kick them out. No need for punishments to their characters. Because that sends the message you are willing to accept it, up to a point, and you just invite them to find keep testing you to find the limit.

I find that different people respond to different things. I’ve always been a fan of escalation of force. But it’s purely subjective as a matter of opinion rather than fact.

As far as I know a player is not able to edit the default token of his existing character. If a default token is set, it will be dragged to the vtt and not the avatar. You could give it an all transparent default token.  I'm with GiGs. Punishing the character introduces other problems. If the player doesn't respect a clear talk, he is not worth your time.
