Every tutorial I've searched up only shows how to add HP bars, not how to remove them. Random tokens in one of my games appear with HP bars, and since I have no need of them I would like to remove them. However no matter what I set "bar" settings to, the HP bars stick around. Even if all bars are set to "Hidden", even player tokens will see the bars. Again this happens seemingly at random (probably because there's a setting I don't understand), with some tokens getting the HP bars while others do not. If there's a global setting to simply remove HP bars from a game entirely, I'd like that.

Bars show up when there is a value in the Max field for them. (well, technically, they show up if there is a value in current and max, but you get the idea) The Player Permissions on the advanced tab will control if players see the bars.  GMs always see the bars if there is a current and max value.

If you're the GM, you'll always see bars (if as Aaron says, they have a current and max value). But your players shouldnt see them. If they can, try unchecking the Edit box (not just the See box) on the Advanced tab in the token settings.

Thanks! So I have to manually set the max hp value in official module for every creature to 0? Damn .

Set the hp field and then unlink the bar. The max link will disappear, but the default will remain. You can then manually set the value in the bar max to 0 without affecting the creature's character sheet value. When you save this token as default, it will be true of every instance you drag onto the table.

Point of clarity, if you don't want a bar, one of the current or max fields must be empty.  Setting to 0 will still result in a bar.

Problem is that most of these tokens are pregenerated by the official modules I'm running, so I have to manually remove the bars for every single token.
