Displaying NPC Face Cards

Another question that I cannot seem to find an answer to... maybe my search ability is stunted... As the players meet NPCs in game I would like to have images loaded that I can make visible and would stay as static at the bottom of the map page while they are interacting with said NPC. In a standard tabletop game I would simply print out the images on card-stock, four per page and cut them out, displaying each as they interacted with the person. A quick bio or GM note and characteristics would be saved on the back of these images for quick reference.  Is there a way to do such a thing on the Map Layer of Roll20?  Mock image below giving a rough idea of what I'm trying to do:  Thanks!!!

You can make a deck of NPC images if you like and place them on the map layer.  You could also drag/drop images/tokens as well and include info in the bio/gm notes of the tokens.

With the exception of the new Speaking As Avatar feature (which only does one at a time), there's no real way to have a stationary image, unfortunately. You can see what mileage you can get from this technique , though.

You can also show a single image to all players by selecting a graphic on the tabletop and hitting Shift-Z

Another option would be to have a handout for each NPC, and force show each of the ones involved. The players could then organize them on their screen. 
I run some Gumshoe games, i give them pictures, set as drawings with a label like "Bob Morris". The pictures are set as "all players". They can then shuffle and move them around, draw lines between them, make notes...
Thank you all for the help!  I've decided to run with the Deck of NPCs idea. We are actually using Roll20 as an in-person tabletop replacement. I've created all of the cards upside down, so when they are placed they are facing the players. They are using the ol' pen and paper method for keeping notes and whatnot. My uses are map display and now NPC/ Creature display.  A follow-up question if I may:  Now that I've created the cards, when I open the deck and select a card to place I have my map selected, player ribbon is on said map, and basic fog of war is turned on. When I choose a card to place it is only visible to them on the portion of the map that I have already made visible to them through exploration.  Is there a way for me to place the chosen card "on top" of the fog of war so they can see the characters/creatures while zoomed in to the detail of the room they are in?
