Specific Sub Questions and Character Creation

I'm having trouble understanding if only a GM needs to sub or if a GM and players need to sub to join a game. Q1. My boyfriend wants to GM a one-shot game he made on roll20. We have 6 players who want to join. Is it necessary for the GM to have a subscription to use roll20 and host a game? Do the players need a subscription? Q2: Do the players need a subscription to make character sheets and have the GM get access to them? I tried making a character sheet while in the GM's game but the journal section for me is completely blank, nothing is there.

Anyone can create a game with a free subscription. (Plus and Pro add additional features but are not required to enjoy a game on roll20...) The game's creator decides which character sheet to use and must create new characters and assign permission to player's(players must log into the game at least once in order for the gm to assign permissions.  The GM can send a "join link" to all players to start the process) to edit those characters before players have access to modify their character(s).

The features are game has (Pro, Plus, or Free) are set by the game's creator. So if you, a free subscriber, create a game, that game can only use free features. If 3 players join your game, and are all Pro, they are limited to Free features while playing your game. If one of those Pro subscribers created a game, and you joined it as a player, that game has Pro features (like dynamic lighting, scripts, and so on) and you would benefit from them even as a Free user. It's all dependent on the subscription level of the person who creates the game.
