Safari is, at the core of it, the only browser on the iPad. Apple does not allow other browser manufacturers to write their own rendering engines, so both Chrome and Firefox on the iPad are actually just wrappers around an embedded version of Safari. I also had trouble panning, and it was because Safari had remembered that at some point in the past, I had requested the desktop version of the site. I clicked on the little “AA” up in the browser bar, and then tapped the “Request Mobile Website” button. It reloaded, and after that, panning with two fingers worked just fine.
