used to be the board game exclusively, but the IP has expanded significantly. generally when people say 'playing 40k' they'll mean the board game, though; if they're playing rogue trader or dark heresy, they'll usually specify.
As an old school 40k player in the late 80's and early 90's... when I hear the words "warhammer 40k" I think the tactical board game. That is how it should be. If you mean the games that spawned on after, its your obligation to make it clear. Just my two cents.
