Folder Question

I'm working on something during quarantine to help out a few DM friends of mine. I'm wondering if there's a way for you to let your players see the folders that organize things? I'm talking about the folders in the journal. I'm building one giant Monster Manual so DM "players" of mine can import them into other games and have access to a ton of options without having to spend the time themselves getting the monster character sheet set up. Without seeing the folders it just looks like an unorganized mess.
If a player has permission to any handout or character within a folder, they see the folder and can open it. However, they have no way to import or copy it from your game into their game.
I have someone saying they can't see the folders. 
A player can not see any folder which is empty of items that he can see.  So, if the monsters are not viewable by the player, they will not see the folder.
