I am the only person on my network, and play exclusively on Roll20 when on my computer. I think that can exclude any streaming or other activities that you quoted. I addition, the slower games might not always be because of Roll20. More people than usual are online, not just here but on warcraft, netflix, feacbook etc. This puts more pressure on their ISPs. Even without that, their local network could be the bottleneck because the household is using it more. There is also a bunch of people online that usually are not so computerized, but the current crisis has made them go online. ...meaning that there probably are more people slowing down games with simpler computers, slower connections etc (because they havent prioritized it before) Appart from that, what does WotC have to do with games getting slower?
