Custom Fog of War?

I'd like to be able to have custom images for the fog of war. For instance, if I have a map that is in a dense jungle, I would like my fog to be filled with tree canopy. If I have a city map with many buildings, I would like it to be the roofs of the buildings. If the fog was a separate layer with transparency, I could place my own images or use a black box for the typical fog.
