I've revealed the whole map, I've tried turning off and on the fog of war, I've duplicated the page, I've refreshed a million times, nothing is working.

Got it. Turns out, the player ribbon had been moved for some reason and I had no idea. I also didn't know that ribbon was important. I'm a newb and also really rusty. Haven't played in like 2 weeks.

Sometimes I forget to move the player ribbon after I switch to another map.  Eventually the players tell me:  "we don't see anything you are talking about".  And then I remember to move the ribbon so we are all on the same page...  Unless you have split the party, the players will only see the page where the ribbon is.
