So, your Roll20 page dimensions are made of too many squares. This may be a case where the image editing software is emitting more pixels per square than Roll20's 70 pixels per square. If the map image's grid aligns perfectly on the squares, you can just count the number of squares in width and height, enter those numbers into the Roll20 page dimensions, and drag the map image to cover the adjusted Roll20 page. Everything will then line up. My first guess is that the image is 100 ppi, and that the map is 39x28 squares. As an added bonus, you can set the Roll20 grid to transparent to see only the map's grid while still benefiting from the Roll20 grid's functionality.
