Playing Cards openly to the table top instead of players

Is there a way to play cards openly to the table top instead of individual players? I'm building a game where I want to deal a bunch of cards to the table top- players pick some to discard and then the others affect the overall game- they're not meant to be held by any player but visible on the table top. Or do you make the entire card visible to players and deal the cards out to the GM...then the GM places them all on the table?

You can deal cards to the table by grabbing the card edge sticking out of the deck and dropping it on the table. By default, they will be face up, but if you hold shift while doing it, they will be face down. Players should still be able to interact with them from the table without any intervention from the GM.
