According to the wiki the command is /fx <Type>-<Color> <Target ID> [<Source ID>]. I tried this command (/fx breath-fire @{target|PC|token_id} @{target|Dragon|token_id}) in my game. The effect originated from @{target|PC|token_id} not @{target|Dragon|token_id}. With that being the case, I have determined that the command should be /fx <Type>-<Color> <Sorce ID> [<Target ID>] not /fx <Type>-<Color> <Target ID> [<Source ID>].
