Vision Obscured by Partial Cover

Been looking around and haven't found anything that allows for partial obscurement in vision.  A lot of the dynamic lighting items sort of covers it, but not completely. Imagine a room filled with webbing, you can see part the way in, but not completely.  You can see shapes, but hard to distinguish.  As you burn away the webs, you can see deeper in.  Currently, the only way I can emulate that is combining  dynamic-light-opacity-slider-player-view with a manual fog of war that I will have to remove, bit by bit. Forests, webbing, reeds, gas cloud.  All of these effects give partial cover.  Being able to show that on the map would be great
