Transmogrifier and sharing

Why doesn't Transmog allow sharing between GM's? Our home group has 4+ GM's that all run the same homebrew system, and yet we can't share custom decks and other resources. What gives? Why aren't these resources treated like any other (say, a map image)? Isn't a custom deck or table just a file that can be easily transferred? This would seem to encourage fewer GM's to purchase top-tier accounts, rather than encouraging them to upgrade.

I believe the answer to that is "to make piracy less convenient".  It would be nice to have, but I can understand why they don't allow it.
There is an API that lets you import and export tables
