By "make the character public", do you mean allow the players to see your character sheet, or allow them to see their own character sheets? It would be helpful to know which character sheet and which game (D&D, Pathfiinder, Call of Cthulhu, etc.) you are playing. Somewhere on the character sheet there should be a button called "Edit". Clicking that will take you to an editing screen that allows you to se permissions for that sheet. The two main permissions would be "In Player's Journals", which will allow the sheet to be visible by the selected player(s) under the Journal Tab in the game, and , i most cases allow the players to open the sheet to it's Bio tab and "Can be Edited & Controlled By", which allows the selected player(s) full access to the sheet as well as being able to control any tokens linked to it. (Both permissions need to be set for a player to both see the sheet in the journal and control it).
