Same here. APIs stopped working this morning, sandbox showing the following error:  docker: Error response from daemon: failed to create endpoint campaign-4996028-An5AhBN_uXPrMtf4psckPA on network bridge: adding interface veth0714fde to bridge docker0 failed: exchange full. There haven't been any changes to API scripts I've been using overnight and sandbox restart has been unresponsive so far.
